I think that there would still be many tourists both in July and September, but if you have to choose between the two, go for September, as many schools start in September in Europe. But as the other reviewer said, September would still be the tourist season on Amalfi coast, as it is in many south Europeon countries. If possible try and go betwen October and April. In May the crowds start returning. We went during Christmastime, and we did not encounter traffic jams, except when we passed through centre of towns (not the tourist ones)where the locals were doing their shopping for the holidays.
