Italy PLF Details?

We are flying to Italy via a layover in Lisbon in September. We need to fill out a PLF for the first leg of the trip. Then in Lisbon we will go through Passport control and immigration and check in for the Lisbon-Rome portion of the trip. We will not leave the airport in Lisbon. Do we need to fill out a second PLF for the Lisbon-Rome section and when should it be filled out? Before we leave the US? on the ground in Lisbon? The form has to be filled out the day before we arrive in Rome. Since that is also the day before we arrive in Lisbon, I think it has to be done before we leave the US for our overnight flight. Is that right?

Since the PLF is used for contact tracing, Italy/EU wants to know where you're going and how you're traveling, and that would include the airport in Lisbon.

I assume you'd need to file the information, obtain the QR code and show the code before being allowed to board the flight to Rome or certainly on arrival in Italy. Certainly, things/requirements could change before September. You should peruse the website below (updated July 8, 2021) and call the info line if necessary...
