Thanks for all of the suggestions. I think we are leaning towards Italy, because of the cheap flights and ease of getting around without a car. I've been to all of the countries I've mentioned, but my husband hasn't so I feel like there would be more pressure to sight see in some of them. It's so hard to limit myself to a few places in Italy though, with so many great areas to see.

Go to Paris and just see the city. Your baby is going to need naps, etc. so being able to return to the hotel for a while--or being able to sleep in a sturdy stroller that has the car seat (we have a 7 month GD and she can sleep in that, but not an umbrella type stroller).
I can't really see tooling around a large area in a car in the heat with a small baby. Beaches aren't really for this age, IMO, for many reasons.
"Use a baby carrier/backpack if stairs are an issue and in Venice, there are loads of piazzas where your baby can run around."----Ummm, 7 months old f

For inspiration regarding Italy with kids, you might take a look at the travel blog Hither and Thither. The blogger, her husband, toddler and baby traveled to Italy last year and her posts about the trip are a worthwhile read (and her photos are lovely). She also wrote a separate post on traveling in Italy (and generally) with kids.

I myself wouldn't be terribly keen on visiting either Venice or the Amalfi Coast with a baby, so I'm with Sandralist on this one.
I would suggest one city, and Rome would be my favorite. I have been there with a baby, and though there were some little challenges, they were surmountable. The experience was enjoyable.
The rest of the time could be spent in the countryside or in a small town, with a rental car.
