Well, advised but not required. Agree.
However I would strongly suggest you check with the car rental agency for THEIR requirements.
The voucher for my car, rented for July 4th, says
INTERNATIONAL DRIVER PERMIT required. [In caps]
I will happily be one of the sheep at my local AAA office.
