"Plumbing problems" are rental-agency lingo for double bookings. Most apartments in Rome are represented by more than one agency, and the owners generally decide to honor the reservation of the agency that pays them the higher rent and/or takes the lower commission. It can happen with any of the larger agencies.

Oh - that is ridiculous on the face of it. One could say anything. Nothing magic about "Plumbing problems" or "Boiler fault"
Even if there IS a double booking, claiming a plumbing problem doesn't get the agency out of the situation. Silly
aussiedreamer: If it is a boiler repair problem -- they'll probably move you back as soon as it is fixed. If not, definitely ask for a partial refund for your inconvenience.

I would like to chime in as an owner who understands that it is sometimes necessary to cancel on a rented accomodation.
In our case, we have a property that we rent out in the summer. It is pretty much fully booked. Last weekend, as one party left, they called our (sole) rental agent to advise that the fridge had stopped working. We got the call at 10 am Saturday morning and raced down to ensure that it was not simply a fuse.
Nope, it was a stone-dead, warm and funky refrigerator. We raced around our small town to find a replacement, but, no surprise, can't be delivered until Tuesday: we, like many other popular vacation destinations (not admittedly, central London) are not next door to a major appliance store and must wait for the scheduled delivery trucks.
Luckily, we did have an empty week, our only one all summer, but had we had guests coming for a 1pm check in, what would the alternative have been except moving them to another house?
