Gellert Hill at Twilight.

Inside the Matthias Church, it's so beautiful. (If you are at all spiritual this church is energetic)

A quiet spot at the Fisherman's Bastion.

Carry the ring with you and at the perfect time when it feels right. You've just had a good laugh or in some way you are reminded how much you love each other, pull out the ring.

Fisherman's Bation overlooking the Danube and Parliment and Matthias Church also came to my mind!

There is a hotel up there (a bit dated interior) but someone needs to provide the chilled champagne. The Bastion is a good idea. Its one of the poor franchises of a naf hotel chain (just been digging on Google) It's the Hilton Budapest, not my idea of fun but they might be prepared to organise a gypsey violin and an ice bucket.

Alternatively one of the best coffee houses in the city
http://www.ruszwurm.hu/flash/angol.html could rustle up a little tockai and coffee cake
