My husband and I stayed at the Hotel Raphael in a wonderful suite with a terrace (the Duplex Suite). The room had a circular staircase leading to a small drawing room that accessed a terrace. From one side of the terrace, you could see the Arc de Triomphe, and from the upper terrace, you could see the Eiffel Tower. I believe other rooms offer a terrace with an Eiffel Tower view as well.
The rack rate for each room is in excess of 700E, but we booked a package for considerably less (though off-season) through Luxury Link.
