Budget? If I could afford it I would stay at the Avenida Palace.

A little too pricey---want to spend about $200 per night and be in a good location

What dollar are you talking about?
We work in Euros in Spain and Portugal.
Use Booking.com filter the results on price facilities, reviews, location. The reserve immediately if you want.
Just read and understand the T&Cs as each hotel will have different ones.

TAP Portugal put us up at the Marriott 2 weeks ago when our flight from Lisbon to Marseilles was cancelled. I don’t know if Lisbon has more than one Marriott, but the one we stayed at was no where near the center of Lisbon or any tourist sites. It is close to the airport. I wouldn’t want to stay there as a tourist.

We are spending 5 nights in Lisbon starting April 22. We are staying at Hotel Real Palacio near Edward VII Park and the Gulbenkian Museum. It is not in the center, but I was told it’s about a 20 minute walk to Rossio Square. If we feel the walk is too long, we can take the metro or taxis. I think the price is about $170 per night including breakfast. Not sure if this is something you are interested in, but it would be much better than the Marriott.

You can't beat the location of the Avenida Palace, so anywhere in that vicinity would be good. I stay at the Residencial Florescente, but that is probably too budget end for you, although it has been moving up market since I first stayed there. The best chicken ever, at (very non-posh) Bom Jardim, is just round the corner.

This current article in the New York Times Travel should be helpful to you and it mentions hotels that meet your criteria.

The Avenida Palace is worth every penny. Its location next to the Rossio station is perfect.

The amazing brunch buffet at the Avenida Palace adds significant value to the cost of your room, so be sure to factor that in when comparing the price to other hotels.
