I don't know that area too well for hotels as I don't spend much time there, but I think the 3-star Hotel de la Place du Louvre and Le Relais du Louvre are both regarded well and are very close to it. The Hotel du Louvre is lovely, I've heard, but much more expensive, a 4-star. You can check these out on www.hotelboulevard.com

I've stayed at the Hotel du Louvre and I would highly recommend it. The most valuable asset they have is the concierge. Incredibly helpful and willing to do so. The rooms are nice and the bathrooms quite large. We stayed there three years ago and it was about $200 USD per night. It is only a short walk (two blocks) to the Louvre.
As for clothing, I would also suggest layers. Turtleneck, sweater, wool blazer together would keep you quite warm. Don't forget to bring the gloves, scarf and beret! I also brought along a thin pair of long underwear. I hate being cold, so I tend to err on the cautious side.
Have a great time!

I can second the nomination for the Hotel Louvre based on the experience of some friends of mine.
On rue de Rivoli, I stayed at the Hotel Regina last year. It is a grand dame of hotels, but some rooms are renovated and some are not,so you'll need to specify what you want. They often have "deals" available.
Just one block up from rue de Rivoli on rue St Roch are two hotels I have stayed in, but not for about 4 years. One
is the Louvre-Montana, 12 rue St Roch.
I believe it has been redecorated since I was last there, and it joined the Comfort Inn chain, so you can find out more about it on that website. I believe there also are some positive comments on it at www.paris.org
Across rue St Roch is the Hotel St Romain. Clean, non-memorable decor (unless it too has been redone), but has all the basics, nice staff. The best thing about those latter two hotels is their outstanding location, walking distance to the Louvre, near 3 metro stops at least, and a quiet street that is still near the center of the right bank. The Louvre Montana also has
(had) one of those old-fashioned cage elevators that just "scream" Paris at me.
