Total apples and oranges and both are very worthwhile.
Partly depends on what is planned for the rest of the same day. Greenwich and the Cutty Sark are a pretty much full day.
HMS Belfast plus the Tower of London/Southwark Cathedral/Shard/Borough Mkt would be another VERY full day.

We're back and ended up onboard both ships the same afternoon, which happened to be one of those hotter than usual days last week.
Both were interesting but we very much preferred the Cutty Sark, which also was less expensive (GBP13.50 with 2for1) than the Belfast (GBP17 I think.)
Then we celebrated being sea-worthy by stopping in the Gipsy Moth, where I had my first aperol spritz.
