Help with ZTL rules with car rental and disabled passenger
I am needing clarification of the ZTL rules in Italy when you have rented a car and have a disabled passenger. We will be visiting several cities and staying overnight in Venice,Verona, Bologna, Florence, Rome, and Amalfi. We have an American issued handicap placard. Do we need to notify someone and register the information every time we are going to be traveling through, or staying at each location? Thanks in advance.

basically, each ZTL operates locally so, you will need to get the number of your car and apply for the right to enter each zone BEFORE you get there. An example can be found in Florence https://www.ciaoflorence.it/en/servi...r/faq/9/53/344

Welcome to Fodors. US-issued handicap placards are accepted/valid in the entire EU zone/Schengen countries. But as bilboburgler says - you have to be registered in each town/city before you get there. You either do this with the local authorities - or (as most people do) ask each hotel to register you in advance.

Our experience with staying in hotels inside a ZTL is that they are happy to provide the vehicle information to the local authorities on your behalf. We gave them the vehicle ID after we arrived, not before.
But regarding short visits to other towns, I would find the task of finding/communicating/registering with several municipalities rather daunting either before or during a visit, esp. if you don't have the vehicle ID until after you've rented it. Larger towns/cities may have a simple process as they deal with lots of tourists, but small towns could be a challenge. Even with permission to enter a small town, there's no guarantee you'll find dedicated handicapped parking.
Is your disabled passenger able to walk short distances? Will they be using a wheelchair? Motorized?
You might ask for advice or use the services of this company:

They have Muscular Dystrophy and heart failure, so they are only able to walk short distances. They don’t use a wheelchair at home, but we are considering renting one. Thanks for all the information..
