Has anyone eaten at Fortalezzo de Guincho near Cascais?
I was wondering if you can order off the menu and not have one of the tasting menus?

Yes, I have, and it's lovely. For the Michelin-starred gastronomic restaurant, it's tasting menus only. See them here.
For the informal Spot, it's a la carte. See the Spot menu here.
The location is gorgeous!
