Try re-posting your question with Rome and Florence in the title. The present title could apply to anywhere.

Florence, no.

Bus is more useful in Rome than in Florence.

In Rome, you must buy your bus ticket BEFORE you get on. A Roma Pass is a good way to address this issue if you are visiting enough monuments.

In Florence, you CAN buy ticket after you get on the bus at higher price with exact change.
