When I said 'getting those foreign tourists', I did not mean that I subscribed to those opinions. I was repeating what I had read on various forums when these laws were introduced. We do not worry because we do not put ourselves in the position where we are breaking the rules. I am of the opinion that when you drive in a country, be it Australia, France, Italy, US, UK, you abide by what laws apply and you make yourself aware of those before you travel.

I think the general concept comes from the famous "speed traps" of rural America -- the locals have always known where they are, so they catch only "tourists." The idea has expanded to cover the world, thinking that highway patrol forces are targeting only "people who don't know better," i.e. tourists.
