fly into Rome or Milan to get to Siena and Lucca

Planning on spending 4 nights in Siena and Lucca this fall. Any thoughts on which city, Milan or Rome, might be better to fly into and out of ? Would prefer to take trains and will not be renting a car.

If starting in Siena- Florence, Rome, Bologna or Pisa.

If starting in Lucca- Pisa, Florence or Milan.

I would do Rome, but take the bus from Tiburtina station to Siena first.

We went to Siena and Lucca and flew into Florence.

Between Milan and Rome, I say Rome; but I think Pisa would be the easiest.

Yes, I was not thinking---Pisa is your best option--Delta has 4 flights weekly from/to JFK.
