"Go to Italy on a tour" gives us close to zero information. What do you mean by "a tour own her own?" She wants to go by herself? If so, she needs to get out the guidebooks and maps and get on the internet and do her own research.
If not on her own, when? Where? Big bus tour? Private tour? Interests? Budget?
We need a lot more information.

gentle: Allow me to gently explain why people ask the questions they do. Without further info, such as budget, it's common that someone will give a recommendation, and the OP will come back with, "Oh, that's too expensive." Thus leading the respondent to fight the urge to choke the OP.

It's very hard for me to believe that there are organized tours from Rome or anyplace else that last 4-5 weeks. Tour companies tend to rush people through a country in 10 days or under.
And "will watch her budget" also means nothing. How much, in euros, does she want to spend on accommodations each night? What kind of accommodations? What, in euros, does she want to spend on food each day? Will she subsist on cornetti and caffe for breakfast, a panino for lunch, and a set menu for dinner, or is she a high-end eater? Will she want to spend money to visit historical sites and museums? Does she want to shop? For what?
Sorry, but you can only get good answers if you ask good questions. Asking for "a good Tour Company from Rome" will yield you nothing useful. You, and she, might just as well troll the internet. If you want valuable advice from real people who actually travel and live in Europe, you have to hone your question-asking abilities.

Where is your friend currently living?
Is she in Rome or is she planning to fly to Rome to begin a tour?
Does she want to tour only Italy or also other countries in Europe?
Does she want to be completely on her own, but have a travel agency make the travel arrangements, or to be with a small group, or does she not mind a big bus tour?
Is there a special reason the tour company has to be from Rome? Perhaps you meant the tour should start in Rome? Is your friend already planning the trip herself, but wants a local tour of Rome?
There are many, many international travel companies that offer tours all over the World. Many are fast paced, big bus tours, but there are also some slow paced and some mostly walking tours.
As to budget. Some people think 400 euros a night is standard. Others think 100 euros a night is high. Some tours are highend everything with wine tastings, etc. Others are rock bottom budget.
There are some long tours, but they would cover more countries by bus. Many are 10 days to 2 weeks, so you would have to take 2 or 3 back to back to get 5 weeks, and they might overlap.
Your friend's needs and desires are still too unclear to give correct advice.
