Oh harzer, surely you qualify because I think that you're actually European (you live in Germany, right?). 
Actually I don't buy the argument that the 16-part clues are that much more difficult. You had one on some restaurant in the former Yugoslavia, if I recall -- I remember that cmt got it. Now, that's not trivial.
And look at what I asked in my previous two clues.... I asked about La Scala and Place Dauphine! That's too easy for pros like you guys.
Ok, so are you sufficiently encouraged to now post another clue?

I've been working on this on and off since I got to work about half an hour ago, and I don't know the answer.
Napoleon I reigned for ten years, whereas Napoleon III (?) reigned for eighteen years, during the Second Empire. But none of this really fits the clue.

Yes, the Congress of Vienna which, along with a lot of other things, dissolved the Cisalpine Republic which was established by Napoleon in 1897.
The Cisalpino rail services running from Germany and from/through Switzerland into Italy are named after it.

By the way, are you sure about this?
I look at http://www.zum.de/whkmla/region/italy/cispadan.html
and it says that the Cisapline Republic was renamed in 1802 and then merged to form the Kingdom of Italy.
Did something happen in 1815?
