Lauren S Kahn brings up a very important subject. This link provides useful info on the toll roads:

That link explains the chaos very well. Had I know all about this before dipping into Portugal, I would not have gone. The tolls are just too complicated for foreigners. I was worried that my home exchanger might get a bill, so I will just leave her cash. She told me after my experience that Spanish drivers have all complained about it. I suspect the electronic tolls mean the Portuguese simply don't collect a lot of the tolls. Crazy system.

When I got to the border they told me I would have to go to another place to rent the transponder. Common sense would have resolved the problems on site. It is just chaos.

Stay off toll roads!!! You will miss more than your $ if you do not travel the lesser highways and byways!! Portugal is too awesome a destination to let toll roads ruin the experience..

You do need the toll roads if you want to get to your destination quickly. It is the old European problem: pay thru the nose to get anywhere or get stuck behind some hay wagon.

The Portuguese need to sort out the mess from the tolls. No one at the border really could explain to me what I needed and where to get the transponder for the car. They told me I had to go somewhere else to get the transponder. The end result: Foreigners just don't cooperate and evade tolls and no one wants a 2nd experience with this chaos.
