OK. My fault. I said "flares" instead of "road triangles." Same thing to me.

I agree about the car seats in taxis.

Flares could set the tinderbox countryside alight. It is against the law to even throw a cigarette butt out of the window. Hold on yet another law!

I still have mine from when we had to purchase one to cross the border into Italy in 1967.

back on subject. This is perhaps the best website which cover the road regulations within the EU counties I can find.

It may not be 100% correct and it it is aimed at informing Europeans rather then non Europeans, so some notes may not be applicable to you.

The law requiring breathalysers was scrapped some time ago. It is definitely not a requirement. You are required to have a breakdown triangle and a yellow reflective vest for one person. I would expect the hire company to inform you and almost certainly equip the car to meet both Spanish and French requirements.
