Do Americans need PCR tests on Aer Lingus after 7/19
For vaccinated travelers the site gives conflicting guidance. And we leave tomorrow. The assurances I’ve received from customer service over the phone aren’t making me feel any more comfortable
1) The main Covid page says you must have a RT-PCR to travel / 2) The customer service folks directed me to the pages for specific countries and that says that if you are from the US, you just must have proof of vaccination and so no test is needed

We're traveling through Dublin to Rome. Both Ireland and Italy do not require the PCR tests, but I was worried that the airline may have policies in addition to the country requirements

Plus, only government websites are guaranteed to be up-to-date.
You could start here:
https://ie.usembassy.gov/covid-19-information/
While you are away, you should re-check the requirements for re-entry to the U.S. as they could change at any time.

You need to complete a Passenger locator form for Ireland, before departure.
No PCR test if you are in transit in Dublin and do not leave the airport.
Italy requires a digital passenger locator form to be completed.
No PCR test for Italy unless you've been to some countries like Brazil, UK etc in the last 14 days.
You can double check requirements easily here:-

You can also go on the website the airlines use to check the requirements:
