Having your own car gives you a freedom of choice! Last time we had a vacation, we made a trip to Croatia by car! We drove almost 5000km around Croatia and Europe! Balaton lake in Hungary, Dubrovnik, Split in Croatia!
It was great!

I came back from Croatia and we rented a car from Unirent for one month. We had a very easy time driving, the roads are fine and the drivers follow laws and are respectful. Definetly rent a car if it's an option. We rented a car in Dubrovnik and drove to Montenegro and back to Croatia. It was an amazing trip!

If you will pick up the car in Budapest and return it in Trieste than you would need to pay extra between 500-800€ as a drop off fee.
I think it is much cheaper if you:
- pick up the in Ljubljana - Slovenia (you have a daily trains from Budapest to Ljubljana)
- retun the car in Koper - Slovenia (you have buses every hour from Koper to Trieste; it takes 45 minutes with a bus)
In that case there is no extra charge for drop off fee in different country.

We only drove around the Zagreb area and Istria, but there were no problems with the car, roads, etc. - felt very safe. Had a bad experience with the company, however, so I would urge caution when renting from Budget in Croatia. I had made the reservation through Budget USA, and had read the terms and conditions carefully and even called Budget USA in advance to make sure there would be no hidden fees. I specifically had them confirm that there would be no fee for adding the spouse as an extra driver. When my husband returned the car, he asked the counter agent to confirm that the amount we were being billed in kuna was the same as the amount on the reservation in USD. He was told yes, but when we got our credit card statement we found out we had been charged more than twice that, thanks to not just the "extra driver fee" but also a border crossing fee because we (honestly) acknowledged that we had crossed into Slovenia. These fees were not previewed with us, and when I called Budget USA to complain, they were totally unhelpful and unsympathetic. So even a "reputable" international company may rip you off. Never again.

roads are safe in Croatia, highways and tunnels are one of the best, because they are almost brand new
car will give you a freedom to go wherever and whenever you want
there is no flight from Budapest to Zagreb
but
you can arrange the Private guided tour with English speaking guide/driver in comfortable A/C car or minivan... in that case you can relax and enjoy the scenery... especially on Croatian country roads... and you will see much, much more than on your own
don't even think about to rent a car in one country and drop off the car in another country.. this is really expensive
