If it's on their website, you can assume they do. They are pretty tourist-friendly, I think. I like them a lot, at least the one where I go in Montparnasse, but I don't know the OPera one. I just ate there a few months ago and I'm about 99 pct positive they had an English menu. IN fact, I think they have it on display out in the window, along with the French one, as some restaurants do.

I think that every chain restaurant in Paris has menus with at least 2 or 3 foreign languages on them, under the French language items, or else a variety of completely separate foreign language menus. I know that Léon de Bruxelles has different menus for different languages. And the Gare du Nord area has menus in 10 languages.

Absolutely, all the Chez Clements will have an English menu.
Meanwhile, you might help us with an experiment. My French is very limited and pretty awful, but every time I eat at a Chez Clement, when I try to order in French, I get a "Monsieur, you're French is VERY good". I know they're lying but it seems to be part of the training. So if you speak even a little French, try to order in French and see if they say that to you. OK?
By the way, I really like the place -- chain or not.
