...especially in the UK, it is throwing money away to rent a cell (mobile) phone....you can march into any British cell phone store, and buy an inexpensive gsm dual band (900/1800) phone with a sim pack...the only decision to be made is what British company to use...there is such fierce competition going on in the UK that the companies are literally giving the sim card packs away...
If calling to the USA is your priority (or Canada or Australia), the best bet may be Mobile World, offered by the chain of mobile phone stores called Carphone Warehouse. The sim card is free all you have to do is top it up with £10 worth of call credit for which you will get £10 worth of calls...Calls to the USA and Canada are 5p/minute, Australia and New Zealand 6p/minute...calls within the UK are 15p/minute.....you of course get the free reception of calls while in the UK...downside of Mobile World is no roaming is possible and limited shelf life.
T Mobile UK currently has a special add on...for £2 you can purchase 50 minutes of call time to the USA and Canada which makes it 4p/minute if you use all 50 minutes...the add on has a limited shelf life but the sim pack does not...it requires one chargeable event every 180 days...simply send a text message and that does the trick..also note the eu is working on bringing down roaming rates and you can roam throughout Europe on T Mobile UK.
The point is that especially for the UK, there are lots and lots of better alternatives than renting a mobile phone.

Let's see - that's $35 net for the phone (that you don't own) if you use up the <b>29</b> minutes of airtime @ 69¢.
With the Virgin deal, the phone (which is yours to keep) nets out to $30 and the £5 airtime equals <b>100</b> minutes @ 3p.
