Generally yes, either by CAMEL (instant debiting) or call-back system. Either way, it will be expensive. Around 1 euro/min to call within EU, 2 euro to call US. Also you need to top up with enough credit before leaving Italy.

I think all cell phones companies have something similar. With that, you can make phone calls at fairly reasonable rates. ($1.99 a minute from London). You'll need a tri-band phone for Italy. The only thing T Mobile didn't tell me was that when in a different country you have to change your phone setting network to manual instead of automatic (at least on my phone) otherwise you don't get signal.
