I just reserved two cell phones to use in Rome from Cellhire.com They have a two for one deal. I haven't used them yet, but after a lot of research I chose them.
We were able to use our cell phone - it just automatically switched to the TIM network once it Italy. We had service in most areas and calls were $1.50/minute but we figured it was less of a hassle than the alternatives.
If you stay in Rome at one of the Daphne properties, which are highly recommended on this Forum, the hotel provides you with a cell phone for the duration of your stay. Maybe an option? >-
