I purchased a phone from Cellular Abroad several years ago and have used it many times, in many countries since. You must buy a card to fit into it based on the country you are in and you can add minutes to it as needed.

I believe you can also contact your cell phone carrier in the US and they can rent you a phone to take abroad for a fee. I felt it was cheaper to own it since I travel at least once a year to Europe.
