I checked Hertz and Avis, they allow the car to go into France. I'm posting the Hertz rules for you.
HERTZ RULES:
Hertz vehicles may not be driven into or dropped off in Africa, Asia, Middle-East (Bahrain, Egypt, Israel, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi-Arabia, Syria, Turkey, United Arab Emirates, Yemen, Iran, Iraq), CIS (Estonia, Georgia, Russia, Latvia, Lithuania, Azerbaijan, Ukraine, Armenia, Belarus, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan, Kazakhstan), Bulgaria, Bosnia-Herzgovinia, Croatia, Macedonia, Morroco, Yougoslavia, Montenegro, Serbia, Austria* and Poland.

Hertz vehicles may not be taken from the mainland to the islands, or off one island to another one, or off the islands to the mainland.

* Hertz vehicles are not allowed to go to Austria between October and March.

Hertz vehicles can be driven into Gibraltar or Greece, but cannot be dropped there.

For further information, please contact our International Reservation Centre.

The information given by Bob C is information that you could have obtained yourself from the rental company's web site. Bob C has done your homework for you. I can verify that except for what I consider to be "outsider" countries listed by Bob, you can drop off your rental car (Hertz or Avis) almost anywhere, certainly anywhere in western Europe except for those minor deviations in places like Gibraltar. And please be sure to note the asterisk in Bob's message concerning Austria. I have dropped off both Hertz and Avis cars in Austria during the summer.
