Actually, I think it is the idea of evacuation for someone who needs a lot of medical attendants or special equipment is the concern, not just repatriation of someone who is deceased. That isn't that expensive, and if a person is cremated (which more and more people do), you can probalby just do it themself although you'd have to check with the airline. Although many wouldn't even know (I know plenty of people who have taken cremated remains elsewhere for final burial or dispersal). Sure, it will cost more than a suitcase, but I wouldn't get insurance for that reason as the cost isn't going to be astronomical (a casket is cargo).
So it's the medical costs or ideas of evacuation of someone who isn't mobile that is the big expense.

I got MedJet for my parents last year when my Dad broke his hip. We left barely 4 months after it happened so I wanted to make sure we could get him home in the event of a problem.
I liked the plan so much I bought one for myself.
