alice9,
Just a note about tram 28-----it is, these days, with Lisbon's huge tourist crowds, "standing room" only. In addition, pickpockets do a very brisk business on it. The only time we saw the tram 28 with empty seats was after 8 pm and we passed by it often. Just do you'll know.
There is a "sightseeing" tram, the Hills Tram Car Tour, run by Yellow Bus Sightseeing, identical to the public tram 28, that costs more, but seats are guaranteed (sans pickpockets). It's a scenic tour through Alfama and around and lasts 1 hr. 15 min.

Thanks, Maribel. I had read about avoiding tram 28 (it's interesting that so many guides recommend it), so had taken that off my list. But I didn't know about the Hills Tram Car Tour, sounds great - I will check out the link.
