Best way to handle beggers?

I will be going on a cruise that stops in some 3rd world countries and I anticipate beggers. What is the best way to avoid paying them?

Please provide a citation to this "international law" that permits one to beat down beggars upon grabbing.

Learned quick in India to just say no and keep walking. If they persisted, I would tell them I already had one of what they were selling, and tell them I paid a rediculously low price. So they so shocked they would give up.

Pat - there is a big difference between annoying people who are trying to sell you something and people begging for money.<BR><BR>I believe that you should stop and clearly explain to beggars that you will be more than happy to pray for them. This usually ends the conversation.

Last year in Cairo I offered to sell ball point pens (4 for a dollar) to a fellow that would not take no for an answer.He backed off,shocked for a minute,then we both had a good laugh.I always give pens to any school children that I encounter.
