We have been to many places where there was a major crime or terrorism before, after, or during our visit, but with 100,000 soldiers, it might be hard to get into the better restaurants.

This is probably why the Warsaw travel agency I contacted wasn't willing to try to get me across Belarus to Smolensk.

Well, I didn't want to spend any money in Russia anyway.
