I was just there in May and there were quite a few by the Eiffel Tower- my mom used one that was sanitary, but didn't exactly smell pleasant.

The sanisettes are very clean and sanitary. I have never seen one that has run out of paper (but I'm sure it must happen). A recently cleaned one may be slightly wet. Not a problem, since you can wipe it with the paper.

There is exactly one outdoor traditional urinal still in operation in Paris. If anybody begs, I may reveal the address.

Yes, that's a picture of it. The last remaining street urinal in Paris is on Boulevard Arago, right outside the Santé prison.
