We are planning a trip to Bulgaria and Romania and travelling by car.I am interested to know the availability of both petrol and diesel outside the main cities and also the quality of the fuel.

All E roads have major international petrol stations at regular intervals: the driving problem on major roads in both countries is more about congestion than shortage of stations. They're also all over quite small towns as well. There's still back roads in Romania where horses and carts almost prevail, and I've never seen too many petrol stations along them. But it's rarely more than 30 km or so back to a major road.
There used to be preposterous myths in Romania about this : I once had a driver go about 150 km out of his way around midnight to find a Shell station because "local brands destroy your car"
Couldn't find any evidence for the myth then, and can't now. I suspect under Ceausescu a lot of equipment just wasn't maintained properly. But that was over 20 years ago.
