ATM use

For small purchases (too small for credit card), is it better to use an ATM to get cash, or exchange dollars for Euros at one of the exchange places?

Yes. Use the ATMs. The exchange places will "rip you off."

Use the ATM. If your bank charges excessive fees, consider opening an account with your local credit union (mine charges no fees for foreign transactions).

ATM will give a better rate of exchange. But your home bank may charge you a fee per transaction ($0-5USD is typical). For small amounts of money I would use whichever is more convenient.

Definitely an ATM. I use my credit union cash card and am charged a very minimal fee per ATM transaction.

Don't get sucked into ANY of those change bureaus as they make their money in the following two ways: either by giving you a relatively decent exchange rate and then soaking you with a high commission fee OR they advertise that they charge no commission but they get you with their bad exchange rate.
