amenities

Traveling to Copenhagen, Oslo and Bergen. Do most of the higher end ( 4 Star) hotels provide shampoo and conditioners like in US? Also looking for Copenhagen restaurants that are really good but not $1000 for dinner for 4. We do like high end restaurants in the US

Even places that charge 50 euros a night generally offer those types of amenities. If you're fussy, though, about brands, and it sounds like you might be, you might want to bring your own.

Evene student accommodation I stayed in provided shampoo etc.

Of course 'high end' places do. In fact, most brag about the quality of their personal products. So look at the hotel's website - if it is 'high end' they will tell you the brand of their soaps/shampoos, etc.

(BTW - 'star level' doesn't necessarily mean the same thing in Europe that it does in the States for example . . . )

Pay attention to janisj's warning about stars - they don't necessarily mean the same thing in Europe as they do in the USA.

Be prepared for much smaller rooms than you are used to in the US. Hotel rooms, especially in Norway, tend to be on the small side for most Americans.

Conditioner is not given as often as shampoo in Europe, more common in US chain hotels there.
What about NOMA for dinner?

Highly unlikely the OP can get a booking at the new Noma - and if they can, it wouldn't fit in their stated budget.
