Wow if you started driving on April 1 and didn't stop until May 31, you still wouldn't have driven "most of Western Europe" so I think you need to decide what it is you want to accomplish. Are you interested in concentrating on a couple of countries? What are your goals -- just to drive? To do the countryside stopping one night each in small town or country places? Are you interested in seeing any of the major cities? What are your interests?
You have a lot to decide before we can suggest where, what, or anything about security.
My only suggestion is that if you are from outside the European Union, you consider doing a "tax-free" lease program with AutoFrance or one of the other firms.
You could do 8 weeks in Scandinavia. Maybe 8 weeks in Portugal,Spain, and a bit of France and maybe even Italy. You could easily do the full 8 weeks in Italy or France, or maybe include some of Austria or Switzerland with it.
You could do 8 weeks in Germany, Belgium, and the Netherlands. You could spend the full time in the UK.
All of these are good thoughts. The only thing I WOULD NOT do is try to cover all of Western Europe in the 8 weeks.

Ironically, we did just that in 1999 celebrating our 40th anniversary.
Our theme was to follow the spring flowers across south Europe. It worked out very well. Here is a brief overview of the general itinerary:
Madrid
Andalusia[ apt. for a week]
Costa Brava
Provence[ 5 days]
Cote d' Azur
Lago Orta
Veneto/Dolomites[ 6 days]

Nice itinerary, Bob. Notice to omycapt. That still is very limiting as opposed to "most of Western Europe" if you follow the itinerary on a map. The real difference is more of a straight line across a number of countries, as opposed to circling through just a couple of countries. If you want to see more variety in cultures, what Bob did is a great plan.

What you need to do is get a map of Europe and some guide books and work out a grand tour. Part of it depends on where you pick up your car. For two months, a lease (buy/sell) from Renault or Peugeot might be the best deal. Given the amount of time you have, you might want to pick up the car in Paris and return it to Paris. Or land in London, go over to Calais after a few days in London, pick up the car in Calais, do your tour and finish in Paris. Whichever way, if you pick up and return your car in a major city, take the days you will spend in those cities off the total days of your car rental. You want to pick up your car on your last day in the arrival city and return it on the first day of your departure city, assuming that you do want to visit them.
