5k excluding airfare
how would you spend 5k us dollars to recharge next month
2 1/2weeks, top food, drinks, see new art and not do too much but enough, luxurious accommodation the better but food and new experience trumps hotel, we are 2 people, europe only because of miles. penny for your thoughts thank you!!!

That's less than $300 per day -- luxurious accommodations (or even semi-luxurious) plus top food will be a tall order most anywhere.
You can have a great trip @$300 per day for two, but it will have to be a bit more down market.

I would pick Spain for that (with its intensity support for new art), and if you pick the right spots, you can have lovely comfort & spaciousness well within that budget & have terrific food. You'll need to throw yourself into research, but Spain does not need to be travel for a very high quality experience, and it is hardly "down market" (whatever that means in the world of European travel). Might also consider splitting the time between Spain & Portugal, and might head to Porto & the Duoro (or the Alentejo) instead of Lisbon for creativity -- but if you are looking for reliably nice weather, stick to mainly Spain.

$300 a day for two will not get luxurious and 'top food'. It wouldn't even be enough for a solo traveler. $5000 sounds like a lot but not to cover the 'high end' type of things the OP suggests.
It WILL get comfortable accommodations and decent food -- but few if any splurges.
