I was alone in Paris when I was 21. While I never felt unsafe, I did have a Canadian flag patch sewn onto my daypack. I felt that this got me some unwanted attention (including 2 invitations to dinner by total strangers) and went back to my hotel room and ripped the thing off. Felt much safer after that and maybe it was my imagination, but I seemed to be left alone after that.
There are plenty of things to keep her busy in Paris, but as a young female I would suggest trying to blend into the crowd a little more than I did on my first solo trip! (I cringe when I think about it, ugh...)
