If I had a toddler by my side, I would take him to Barcelona, the city's vibe is relaxed, weather is nice and from your list of cities, it would be the most contrasting place for a toddler too. He won't see cacti or palms in other cities you're choosing from.

Oh right, you were thinking about other regions of France too, so I'd agree with someone who mentioned Nice before. It will deffo feel more like vacation in the French Riviera or Barcelona, at least for me.

2 days ain't much if you consider taking a day to go far - 5 OK. Again London makes total sense to me - few-hour train trip.
