You'll want to be careful about taking these cabins. I've seen "obstructed" views like Theresa mentioned, where all you saw out your window was the side of a life boat. In other situations it could be a portion of a wall or railing that limits your view, etc.
Some cruise sites have deck plans that can give you some idea of what you might run into.
Personally, I would only take one of these cabins if you felt it was a super deal, such as the same price as an inside cabin. But even then, don't set your expectations too high.
You might be better off selecting a less expensive cabin, such as on a lower deck, etc. that's in a good location if you're trying to limit costs.
Hope this helps and have a great cruise.

Take a look at cruisestateroom.com for information on this subject. I found out (too late to change) that our cabin on another ship had an obstructed view. Yes, it was a lifeboat, and we have workers painting, etc while we were sitting on our deck enjoying morning coffee!! They just smiled and said "hi"... but I wish I had checked out our cabin before booking that particular one.

Katybird,
If you are taking a scenic cruise such as Alaska, Scandnavia,The Med. why would you want to save a few dollars to be unable to see the scenery .
We had an outside cabin with a large picture window on the NCL Dream in the Baltic and enjoyedour relaxing time looking at the sights in private.
Later this year we do South America with a verandah Suite. What's worth doing is worth doing well.

katybird-
We did the Golden Princess this past Dec. with an obstructed view cabin..The way the ship is laid out with the liferafts, certain cabins have less of an obstructed view than others..
OUR cabin was BETWEEEN the tenders- allowing you a GREAT view of the sea--and was NOT totally obstructed..FOR the price we paid ( $549 pp incl. ALL taxes) , we could NOT complain!!
It was TERRIFIC...

We have category E guarantee which is partially obstructed so I think we will be fine. Our price was not quite as good as Andy's but the next category was balcony and we didn't want to spring for that. The inside was only slightly less and I like to have some natural light. Maybe we will get an upgrade but if not I'm sure this will be OK. By the way, we booked with Cruisequick and so far so good. It gave us the best quote.
