One is a private island all-inclusive and the other is a beautiful hotel on a not-so-private beach. Peter Island would take more travel time compared to flying direct to Provo (I'm assuming you're coming fromNY by your name?) You're dining options are all at Peter Island resort and at Somerset you have many dining options in Provo. Grace Bay beach is a stunner and Peter Island is more of a lush landscape and a nice beach and water -- not the long stretch you find on Grace Bay. Peter Island would give you one price (plus cocktails) and for Provo you would have to factor in costs for food, rental car (if you choose to explore), etc.
Depends on what you're wanting -- those two are apples and oranges for me. For pure relaxation, I like the private island for the "no decision making" factor and no crowds. But if you're a beach connoisseur, Grace Bays blindingly white powdery sand and chameleon blue water is very hard to beat.

Good friend went to PI for her honeymoon. She can't say enough about it.
I went to Turks for my honeymoon. Had a great time, but if your budget allows I would say Peter Island since it seems magical (plus the option of island hopping).

We would actually be flying out of Miami or Fort Lauderdale. The wedding is down there that's why getting to Peter Island wouldn't take that long. We want that private seclusion for the first 5 nights and then move on to another island for another 5/6 nights for a more lively atmosphere.

Never been to Tortola - but have been to Turks and Caicos and LOVED it!! What a great island with an absolutely stunning beach - best I've seen to date. Very laid back and great food on the island as well. TONS of restaurants to chose from. The water excursions are the best!

I've been to both, my choice would be Somerset in Turks and Caicos. Peter Island is very nice, but for Virgin Islands I like Little Dix Bay in Virgin Gorda better. My husband loves Peter island (more than I do), but actually loves Turks and Caicos more. Somerset is awesome. Disclaimer: I'm fairly hyper and need to explore. If I island hop for the day to others in Virgin Islands, then I would be fine, but just Peter island would drive me crazy. (That way you could weigh my answers out) Plus the beach in Turks blows them all away.
You may want to consider Parrot Cay. Or the most romantic island: Cap Jaluca in Anguilla.
