Homeless animals on Caribbean Islands

As avid animal lovers and rescue volunteers I wanted to ask for input… last summer we tto Aruba and enjoyed the island but stayed in an Airbnb, as we generally prefer. Maybe that’s the issue? We were so heartbroken by the homeless animal situation we canceled our excursions and worked to help three dogs who eventually were able to be flown here and are now a part of our lives locally. We will donate wherever we are or wherever need is greatest but want to vacation where it is “less prevalent” relatively speaking. They are not a nuisance at all just hard to witness. My heart can’t take it. The thinking - Curacao and Bonaire or Grand Cayman? Open to anywhere! We like to snorkel and dive and need safety for our adult daughters.
