You might be able to book a Grenada-Union flight on SVGExpress but it might be treated as a charter (i.e.very expensive). Your best bet might be to fly to Carriacou and from there see if you can take a water taxi to Union.
I ran into similar trouble splitting a holiday between Grenada and Bequia a few years ago. There were very limited options we could use, despite their relative proximity, that one could both schedule ahead of time AND afford. We could charter the SVGexpress or we could try to ride the mail boat south through the Grenadines, or do what we did: we ferried from Bequia to St. Vincent and then flew from St. Vincent to Grenada on LIAT, but we didn't get to Grenada until very late at night.

SVG Air flies between Grenada and Union, on certain days of the week. http://www.svgair.com/grenada_schedu...res.html#Union Island
I would not recommend doing a water taxi from Carriacou to Union unless you are real adventurous! They are pretty much small boats with an outboard motor. It's one long, wet ride. I did a water taxi from Carriacou to Mopion and PSV, and that is nowhere as far as Union and it was one heck of a bumpy, wet ride. I had a backache for days and my bum was real sore from the wooden bench.

oops! Sorry that link cut out the Island at the end. Just follow the www.svgair.com link, then select Schedules Rates on the choices on the left.
