I should have been clearer. When I say "old rules," I mean pre-2015. Technically, the Obama rules are still in effect until OFAC revises them. The Support category was rigidly defined in the way I mention. If the new rules revert to the old (pre-2015) ones, then "Support for the Cuban people" will become difficult once again for an individual traveler to claim.
I never said there are no independent travelers in Cuba. Of course there are. It's just that the majority of visitors are not traveling independently. They are staying at beach resorts. I have to snicker when I hear non-Americans talk about we Americans are going to change Cuba into something they've already done.

technical question...any thought on this knowing actually there are no definite answers because of presidential statements that are at best confusing...I know that if you booked prior to 6.16.17 and have made a least one deposit your trip will not be impacted by the new regulations....and clearly after they are officially defined (date uncertain) you will have to abide by those if you and your airline etc. can understand them....but WHAT ABOUT THOSE BOOKING NOW for future travel say in Jan. which of the above applies. It seems hard to book a trip not being certain about future rules but knowing how this stuff goes we may not have anything in place for months and months? Any ideas? Delta Cuba desk sure had none...had to go to a supervisor to learn of any changes and he jus kept saying Delta will keep flying to Cuba. These assurances fall on deaf ears with me until I know what is happening. I have heard of some at Delta telling passengers they must be with an official group (ala the old days) ...we have taken a giant step back to when I tried to book my first trip and had to walk Delta thru the steps. Not again...not sure I can go thru all of that again. Is it too much to ask a government that you don't agree with anything to at least be clear on exactly what they allow for Cuba?

Lois, by law, they have to issue regulations and then open them up for public comment, then tweak them before they're finally published. Firtunayely for us, we made our tour deposits and paid for airline tickets before 6/16. Unfortunately for you, you're in limbo until the regulations are finalized.

and as if there is not enough confusion at the airport....lets just say there is going to be a more serious implementation of even the current regulations where you have to verify activity per your OFAC reason for going...how is an official going to know that you booked and deposited prior to the new rules if something changes. Sorry but this is all crazy. Actually I think this may all be some bogus attempt to pacify a handful of supporters in Miami per Little Marco. Probably nothing is really changing. Will give it to fall to see how the airlines shake out their schedules (I expect some reduction of service) and if anything comes down on the regs.
