The seabus only goes from downtown Vancouver across the inlet to North Vancouver back and forth - it's pretty limited for sightseeing. Where exactly did you plan to go? A lot of the downtown attractions can be viewed just by walking. The skytrain is now in service, as well, the private bus/trolley companies are in service for sightseeing. In the south end of downtown, there's the "Aqua Bus" passenger boats that go back and forth from downtown to Granville Island and to the other side of False Creek - you could use those!

http://www.translink.bc.ca has some information on alternative routes too!

You can just walk down to English Bay and catch the little ferry there. If you're interested in model ships at all, the model ship/model train/sport fishing museum on Granville Island is excellent.

Aren't the West Vancouver buses running? I don't know where they go but you have a chance, go along Marine Dr. or the Upper Levels Hwy. West Vancouver and Howe Sound are the most picturesque areas in my view.
