Chances are the ship has some sort of Peggys Cove tour program that solves both the problem of finding a really good bcab driver, and a nice cab, or coping with the Halifax traffic finding your way out of town.
But of the two, my preference would be to have the van and keep the group together.

Peggy's Cove was easy to get to so I wouldn't be worried about the traffic.
I'd prefer renting a van and doing the drive. Go to Peggy's Cove and then maybe onto Mahone Bay/Lunenberg for a meal and then return to Halifax.
Or, there will be many tours from Halifax that would go to Peggy's Cove. I remember researching once and there was both bus and sail boat trips.
