Just the usual multinationals that I know about. They do have one outlet of a chain called wrent a wreck that you may not know of in ?.
http://www.rentawreck.ca/raw2/

With a name like that, I have never tried though.

There may be other 'brokers', but here is one.
http://www.holidayautos.com
I use Discount on NO. 3 Rd. in Richmond. They have a shuttle from the Airport that leaves from the Parking Lot on the Arrivals level. I am telling you that because I had a hard time finding the spot to meet them. They were so much less expensive when I had to book over Labour Day. Their holiday weekend rate extended until Tuesday which gave me an included extra day! I checked their rate on line and also called them using my CAA/AAA rate.

The name Rent-a-wreck is a pretty bad connotation, but the cars are not true "wrecks". It's worth a try if the bigger names are just too expensive.

Renting from a booth that is at the airport is like submitting to highway robbery. The surcharges and taxes are incredible. Companies like Discount that operate just outside the airport are a lot cheaper, and they offer a free shuttle to and from the terminal. And Discount gives you new cars, not "wrecks".

I agree with Ken. If you are really watching the cost of a rental car AVOID the booths at the airport. Generally I have found the additional "taxes" to rent in Vancouver are about another 33% in addition to the cost of the rental car. By renting outside of the airport you'll pay fewer taxes.
