Well it seems everywhere, even a sandwich and drink will run $20-25 at least.
So least they could do is give you refills on non-alcoholic drinks. But when waiters do that over here, they're basically trying to butter you up to leave them a better tip.
Since tipping is more optional, I would gather this isn't a likely practice and I can understand at popular venues, they would have want to turn over the tables.
Over here, a lot of cafes tried to imitate the European cafe culture, some putting in comfortable furniture, free Wifi and the like. But they found that people stayed too long and didn't order enough to occupy tables when other customers wanted to sit.
So now they turn off the power and the Wifi after a set time or during peak busy periods. Or just get rid of the amenities they had been offering.
