Hello Warren,
I don't know the answer to your question.
However, for the benefit of any Australian who might be able to answer, I take it the price you quoted was in Canadian dollars. Just to let Aussies know, in case they haven't been tracking the exchange rate, the Australian and Canadian dollars are very close to par at this point.

You could buy a cheaper set at a sports store or K-Mart (like Wal-Mart) in Cairns but you'd have to hunt around to find those stores and compare prices, and you may find it's a waste of precious holiday time. Probably cost around A$80 - $85.

You can pick up a cheap set, good enough for snorkelling etc, at any department store or KMart / Target etc in the sporting goods section for around $30AUS. Most boats that take tourists out to the reef supply everything you need to snorkel, as do most island resorts etc. It would definitely be cheaper for you to buy these items in Australia. Need any more info?

Depends on quality - my daughter who is a diver paid AU$120 (from a dive shop in Cairns, not KMart) for a pair of fins some time ago now - if the quality is similar to those in Nova Scotia I think I'd buy them there and save the hassle. As Amanda says, why waste your holiday time shopping.
