How much time in Penang? Although I spend 6-7 nights there, you might want to do 3-4 nights depending on how fast you want to move. LOL! I think this upcoming trip I'll also have 6 nights although at first I thought it was 5 nights. I booked the hotel so long ago until I have forgotten. LOL!

Very difficult to predict. It rains all year in Bali (it's the tropics!) but during the rainy season storms blow in that can hang around the coasts for several days. As I said this year it hardly rained at all from January to March, so you really can't anticipate. It should be marginally drier in March.

Traffic can back up in Seminyak, in Ubud and in other parts of Bali on holidays and during the high tourist season. I don't think you'll find it problematic in February/March. Unless of course there's a temple procession, in which case you just have to relax and enjoy it. The advantage of staying in Petitenget is that you'll be within walking distance of the beach and other places that you'll want to go to.
In Seminyak, metered taxis are plentiful and cheap. You can make arrangements for the driver to wait while you shop and restaurants will call a taxi to pick you up. The system is quite flexible.
The town of Ubud is about an hour's drive from Seminyak. You can take a taxi or arrange for a car and driver. Once you're in Ubud, transportation is readily available. Your resort can make these arrangements for you or you can find a driver yourself in town.. You can arrange an hourly, half-day or full day rate, or negotiate a charge to a specific destination. Many visitors will retain the same driver over several days.
I live in Seminyak and spend a lot of time in Ubud. From what you've described, I really don't think I could recommend one over the other for you. Your best bet would be to spend a few days in each.

Andreea1: Below about sums up Singapore. I took the Yellow Line out of curiosity and also just being really tired that day and wanted to just sit on the bus and rest. I didn't even get off until I got to the stop directly across from the Four Seasons. I had already been to most of the places on the Yellow Line anyhow, over the many years of going to Singapore. Next time, I might try the Red Line for fun. I've already booked a flight from Penang to Singapore, through Singapore Air, and will use my boarding pass for the discount.
